The Central Communication Port is one of the largest and most complex infrastructure projects in Poland. It opens enormous opportunities for contractors from the construction, engineering, and service sectors.

The presented report synthesizes the most important conclusions from the analysis of 25 public procurement procedures conducted by CPK in 2024–2025. It provides practical knowledge regarding participation conditions, tender evaluation criteria, documentation specifics, and key risks for contractors.

Scope of Research

The report was prepared based on the analysis of:

• 25 tender procedures conducted by CPK Sp. z o.o.
• Contracts for construction works, services, and supplies
• Documentation published in BZP and TED
• Practices related to participation conditions, contractor qualification, and contract project structure

Contractor Experience

Sample requirements:

• preparation of design documentation for at least 5 km of track surface together with engineering structures,
• completion of two investments involving the construction of at least 5 km of tracks with an occupancy permit,
• completion of a building structure with an area of at least at least 20,000 m² using BIM methodology.
• Conclusions: the requirements are very detailed and refer to specific types of structures (including railway construction, airport infrastructure).
